                Jeff is a founding partner of Renewable Credit Management, a division of Morris and Company, LLP dba Think, LLP. Jeff is a founding partner of Think LLP, since 2007, Jeff focused on state and local tax services with an emphasis on incentives and sales and use tax recovery. Prior to forming Think, Jeff served as a KPMG Tax Partner for 15 years, initially in the federal tax practice and later as Partner in charge of state and local tax (”SALT”) services for the Pacific Southwest. In that capacity, he recruited and led a team dedicated to providing a variety of value added tax services, including: income tax planning and advocacy; sales and use taxes; unclaimed property; property taxes; incentives and payroll taxes. Jeff has served as an adjunct professor in the MBT and MBA programs at University of Southern California (”USC”), California State University, Fullerton (”CSUF”) and Golden Gate University, where he was named “Instructor of the Year”. Jeff has also published a book on real property taxes in California, “How to reduce California Residential Property Taxes.” Jeff has been published in Journal of State Taxation, Journal of Multi-State Taxation and CFO Magazine.

                Brian Eby, JD, MBA, is a renewable energy tax credit expert with over 15 years of experience in tax advisory consulting. Brian advises clients on a variety of state and local tax issues across the United States, with a specialized focus on federal and state tax incentives for renewable energy projects, including solar, wind, geothermal, and energy storage. His expertise encompasses key federal programs such as the Investment Tax Credit (ITC), Production Tax Credit (PTC), and Section 179D deductions, alongside state-specific incentives. Brian has secured hundreds of millions of dollars in tax recoveries and credits for clients ranging from small businesses to Fortune 500 companies.
With extensive experience in tax controversy, Brian previously led GE Capital’s Audit & Controversy team, successfully defending companies across industries such as leasing, transportation, and logistics. A licensed attorney in the State of Florida, Brian holds a JD and MBA from Florida State University and a Bachelor’s in Finance and International Business from The Pennsylvania State University.

                Chris is our Partner in charge of business acquisition and growth. Chris has over 25 years of experience leading large teams. Chris recently retired from KPMG as a Partner in charge of the Pacific Southwest Tax Business Unit for SALT services. At KPMG Chris led a team of 55 professionals focused on Sales/Use tax, VAT, State Income Tax, M&A, and Unclaimed Property. Chris is a multi-state sales/use tax specialist focused on planning, structuring and controversy. Chris is a frequent speaker at IPT, COST TEI and firm training sessions. Most recently Chris was the Lead Tax Partner for the nation’s largest retail investment advisory firm. He is an active CPA and holds a Bachelor of Science degree in Finance from San Diego State University.

                Christine Bustamante is a Partner at Renewable Credit Management and Think LLP. She leads Think and RCM’s Relocation and Expansion Services (T-REx) Practice, and is based in Naples, Florida. Ms. Bustamante has 30 years of experience at the federal, state, and local level in economic development, site selection / location analysis, business incentives and credits. Prior to joining Think in April 2021, Christine was a Principal at KPMG LLP and a leader in both its Global Location and Expansion Services (GLES) Practice and MidAmerica State and Local Tax (SALT) practice until she retired after 22 years. Prior to joining KPMG, she was the Special Assistant Director at the Ohio Department of Development. Christine specializes in site selection and negotiating and implementing tax incentives for expanding and relocating companies. Ms. Bustamante is also published and was awarded Article of the Year by the Institute for Professionals in Taxation for an article she co-authored titled “Credits and Incentives Trends: More States Target Data Center Projects with Specific Sales Tax Programs.” She is a frequent lecturer at economic development/tax forums. Ms. Bustamante holds a BA degree from Youngstown University and an MPA degree from the University of Cincinnati. She is also a Certified Economic Development Finance Professional.

                Tim is a Director at Renewable Credit Management and has over a decade of experience in tax consulting and tax strategy ranging from the Big 4 to in-house tax counsel practice at a multinational conglomerate and a Fortune 500 organization. His most recent role was leading the national energy tax incentive practice at a top national Accounting & Advisory firm. Prior to the passage of the Inflation Reduction Act, Tim led the tax due diligence on several billion dollars of renewable energy generation projects for a leading Midwest electric and gas utility. Tim is a member of the Taxation Section of the State Bar of Michigan and previously served as a member of the Tax Policy Committee at the Michigan Manufacturers’ Association. He holds a law degree from the University of Iowa College of Law and an MBA from Cleary University. Tim is a proud veteran of the U.S. Army.

                Melissa began her career at Think LLP in 2022 as an Account Executive assisting businesses and non-profits in their qualification analysis and filing for the Employee Retention Tax Credit program. She then joined the state credit team which works to yield companies significant tax savings and refunds through statutory jobs tax credits and incentives. Melissa is also part of the Renewable Credit Management team, helping to provide white glove service for buyers seeking transferable tax credit opportunities. Prior to this role, she was a middle school science teacher for 17 years and an adjunct professor of environmental science for 4 years. She holds a BS from West Texas A&M University, an MS from the University of Tennessee at Chattanooga, and an M.Ed. from Southern Adventist University.

                Ninna JD, LLM, is a commercial legal counsel with 15+ years of experience in the energy industry across global law firms and fast-paced in-house environments. She spent 6+ years at Baker Mckenzie specializing in environmental law, with a special focus on providing legal advice on regulatory compliance, risk mitigation, and litigation to companies in the renewables and energy space.
Prior to her role at RCM, Ninna was senior legal counsel for LatAm and North America at World Fuel Services, providing advice on contractual, commercial, regulatory, compliance, and litigation matters across the business.
Ninna has worked with companies in diverse industries, from energy and renewables to oil & gas, manufacturing, and technology. Her practice centers in providing business forward legal advice to drive growth and guarantee compliance.
Ninna has a JD from Universidad del Valle, and an LLM from Florida International University.
